Admin/Biographical History The Chilliwack Area Civilian Protection (ARP) Committee was formed in December, 1941. The headquarters of the group, located in City Hall, goverened the registration of voluntary workers for the program. Frank Horley was the Chief Warden and the Conroller of the A.R.P. (Air Raid Precautions).
